Who Qualifies

Duty-Free Personal Effects

Under rebate item 407.06 of Schedule No. 4 to the Customs and Excise Act, used personal and household goods can be imported without customs duty or VAT by returning South African residents who have been abroad for six months or more (not for tourism or study).

Immigrants, temporary residence permit holders, foreign students and contract workers relocating to South Africa can also qualify. Alcohol, tobacco, weapons, ammunition and motor vehicles are excluded.

  • SAD 500 customs declaration
  • Proof of change of residence, such as a residence permit, employment contract or return ticket

A separate signed clearing instruction is not needed on imports once the DA304 has been endorsed.

Timing

Rules to Know

Arrive within six months

The goods must arrive within six months of your own arrival in South Africa. If they are delayed, you need special permission from SARS with a valid reason.

Permit pending

If your residence permit is still pending, a refundable deposit of about 20% may be needed to cover duties and taxes.

Import permits

No import permit is needed for personal effects, but controlled or second-hand goods may need ITAC permission.

SARS registration

If the goods are not exempt, you must register as an importer with SARS.
